The New Supreme Court Complex is designed to house the headquarters of the highest court of the Philippines, which is in equal standing with the Executive and Legislative branches of Government. The new Building represents the role of Justice in a successful society, maintaining balance, order and rule of law. It aims to instill trust and confidence to the Filipino people in their Justice system as it maintains a feeling of Transparency, Respect and Efficiency through its Architecture and Symbolism.

The main concept of the building is to Create an Atmosphere of Justice, which instills a deep feeling of Respect, Integrity, Stateliness and Honour which comes across in a very subtle way, without imposing itself. This Atmosphere is felt in a spiritual way, quietly and majestically.

The Architectural concept borrows from symbolism identified in the Barong. The Barong is a distinct part of Filipino life, representing the Filipino in his majesty and best potential. The Barong is formal, soft and translucent, stately and dignified. It is used in ceremonies and commands respect. The symbol of the Barong acts as a garment that cloaks the buildings in the Spirit and Atmosphere of Justice.
