It is translucent and open but at the same time covers enough. It embodies the best of Filipino values: Open, Honest, Patriotic. It speaks of the colonial past and great future. It is timeless and both historic and contemporary.

The Barong wraps like a garment around the building. Formal and dignified, it has solid parts, as seen in its embroideries, and translucent parts in the woven cloth. The “embroidered” parts cover the parts of the building open to the public for privacy and security.
